EMPIRE ZONES PROJECT
Benefits that may reduce or eliminate NYS income taxes and effectively real property taxes.
1.)  Credit for Real Property Tax - real property tax relief that is tied to employment increases. Both existing and proposed structures can qualify.  A refundable NY income tax credit that can be equal to as much as 100% of eligible real property taxes.
2.)  Tax Reduction Credit - an income tax credit that is tied to employment increases.  Up to 100% of the company's taxable income can be shielded from taxation by NYS.
3.)  Sales and Use Tax Exemption - an exemption from the State portion of the NY sales and use tax for most purchases.  An employment test must be satisfied.
4.)  Investment Tax Credit - an income tax credit based on investment in manufacturing facilities within the zone.  A credit of up to 10% of the amount invested can be obtained.
5.)  Employment Incentive Credit - operates in conjunction with the investment tax credit.  This credit rewards companies that maintain their employment levels within the zone.
6.)  Wage Tax Credit - income tax credit that rewards the creation of full time jobs within a zone.  The amount of credit can be up to $1,500-$3,000 for each full-time non executive officer job.
7.)  Capital Tax Credit - rewards certain types of capital investments and charitable contributions made within a zone.  The amount of the credit is 25% of the amount the taxpayer invests.
